A car rental’s policy says a temporary license may be refused if the location can’t verify the customer’s identity.
May was supposed to be the flexible part.
I flew from New York to Florida on a New York temporary license. Paper, because I moved states and the plastic one takes three weeks. I pre-checked in online. The system cleared me.
Then I reached the exit gate, in the car, with a line behind me, and the manager told me my license was valid for driving and I could not have the car. I handed him my passport, the exact document the policy contemplates. They have my credit card.
It didn’t matter.
So, I asked him a general question: if you move to a new state and have a paper license, you can’t rent from your company?
He didn’t argue.
He asked me to help him by backing up the car and suggested I try the other agencies. The ones with long lines inside, about thirty seconds after I’d been about to drive away.
That answer is the story. He wasn’t defending the policy. He was agreeing with me and pointing at the door, because agreeing was all he was willing to do.
If he approves me and the license turns out to be a problem, that lands on him. If he refuses me, nothing happens to him. Probably ever.
The consequences of his discretion run in one direction, so his discretion runs in one direction.
You put may in the sentence of a company policy and believe you’ve installed judgment.
What you’ve installed is a permission nobody is rewarded for using and everybody is exposed for using.
And it leaves no record.
A refusal at the gate doesn’t generate a ticket or a complaint field.
It generates a person walking back into the terminal.
From headquarters it looks like a cancelled reservation.
So, the incentives don’t just push toward “no.” They erase the evidence that “no” was ever wrong.
The last part is the timing.
Their system cleared me at home, where I had options. The gate revoked it an hour from my hotel, where I had none.
A rule that fails early costs you a phone call. The same rule failing at the last gate costs you the evening.
